To confirm the appointment of Mr. Ernest McDonald Skinner to the Comprehensive Housing Strategy Task Force.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Comprehensive Housing Strategy Task Force Ernest McDonald Skinner Confirmation Resolution of 2004".

Sec. 2. The Council of the District of Columbia confirms the appointment of:

Maintain contact with regulators, community activists, and the media and keep current on legislative initiatives which might adversely impact the bank's ability to merge, open new offices or consolidate existing businesses. Coordinate the charitable giving activities of the local consumer bank consistent with corporate objectives, Articulate and follow through on fair lending values and approaches as the bank experiments with a plethora of new ways to bank.

Citicorp, New York, 1975 - September, 1986 
National Community Affairs Officer

Built understanding with senior and line managers of the role affirmative housing and neighborhood development lending activities play in reaching low-to moderate-income households. Established network of contacts at the community and regulatory agency level to allow for two-way communication and created leadership role for Citibank in community development as we expanded across the USA.

Neighborhood Economic Development Specialist

Planned and implemented program to help local businesses in Flatbush to increase their financial resources - including loan packaging and financial management consulting to small retailers. Interfaced with City, State and Federal agencies, and Citibank lending unites to provide tax incentives, technical assistance and special loans.

Assistant to Deputy Staff Director of Process -- Summer Jobs for Youth

Coordinated the evaluation of the SJFY/82 program. Directed interviewing of selected sample of approximately 20,000 program participants. Supervised 11 interviewers. Assisted Deputy Staff Director to manager Neighborhood Campaign through Citibank's branch system, Resulted in 4,500 job pledges. Addressed organizations in all boroughs on behalf of SJFY/82 program. Developed newsletter of Neighborhood Campaign.

Country Desk Officer for Sub-Sahara Africa

Provided in-depth expertise on Sub-Saharan countries as contact point for customers approaching Citicorp at Head Office. Maintained contact with U.S. suppliers of equipment and technology to projects throughout Africa. Prepared country studies for use in evaluating requests for country exposure limit increases.
