A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Mr. John W. Hill, Jr. to
the District of Columbia Board of Library Trustees.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA,
That this resolution may be cited as the "District of Columbia
Board of Library Trustees John W. Hill, Jr. Confirmation Resolution of
2004".
Sec. 2. The Council of the District of Columbia confirms
the appointment of:

as a member of the District of Columbia Board of Library
Trustees, established by section 4 of the An Act To establish and
provide for the maintenance of a free public library and reading room in
the District of Columbia, approved June 3, 1896 (29 Stat. 244; D.C.
Official Code §39104), replacing Alexander M. Padro, whose term ended
January 5, 2004, for a term to end January 5, 2009.
Sec. 3. The Council of the District of Columbia shall
transmit a copy of this resolution, upon its adoption, each to the
nominee and to the Office of the Mayor. Sec. 4. This resolution shall
take effect immediately.

John W. Hill Jr. is the Chief Executive Officer of
In2Books, Inc. and a member of the organization's Board of Directors.
In2Books is a non-profit 501(c)(3) organization devoted to creating a
learning community that fashions lifelong readers, writers and thinkers
by enabling children, families and teachers with pen pals, books, and
training.
Prior to joining In2Books, Mr. Hill led the State and
Local Government Consulting Services Industry Team of Arthur Andersen's
Office of Government Services. He Joined Arthur Andersen in May 1999
and, among other projects, headed a review of the business management
practices of the City of Flint, Michigan.
Previously, Mr. Hill served as Executive Director for the
District of Columbia Financial Responsibility and Management Assistance
Authority (DC Control Board) from June 1995 to May 1999. As Executive
Director, Mr. Hill was responsible for developing and implementing the
Board's strategic plan, supervising the day-to-day activities of the
Board and its staff and working closely with the Congress and DC
officials to accomplish the goals of the Act that created the Board. In
recognition of his services, the Mayor issued a Proclamation declaring
May 2, 1999 as "John W. Hill, Jr. Day." He also received the
"Hat's Off Award" from NARPAC, Inc. in January 2000 for
extraordinary effort to improve the District of Columbia.
Earlier in his career, Mr. Hill served as Director of
Financial Analysis and Audit Group, U.S. General Accounting Office;
Director of Audits, Marriott Corporation; General Practice Manager,
Coopers & Lybrand; and Audit Manager, Price Waterhouse.
Mr. Hill was appointed by the Mayor of the District of
Columbia to chair the DC Children and Youth Investment Corporation. He
is also a member of the Board of Trustees of The Washington Shakespeare
Theatre.
Mr. Hill is a graduate of the University of Maryland,
where he received a B.S. degree in accounting. He is a member of the
American Institute of Certified Public Accountants and has been a member
of the Association of Government Accountants and the Government Finance
Officers Association.
