Enclosed for consideration and enactment by the Council is the "Director of the Office of Property Management Carol J. Mitten Confirmation Approval Resolution of 2003."

The District's Office of Property Management is responsible for real property acquisitions, dispositions. lease administration, space planning, facility management, capital improvement, building security, and the overall maximization of all real property assets for the District of Columbia government.

1 am pleased to nominate Carol J. Mitten to serve in the position of Director of the Office of Property Management. Ms. Mitten has many years of progressively responsible experience in the real estate field and will prove to be an invaluable asset to the District's management team. Ms. Mitten most recently served as the Principal in the firm of Mitten & Reynolds, Inc., where she was responsible for directing real estate appraisals and counseling services.

As Director of the Office of Property Management (OPM), Ms. Mitten will serve as the principal advisor to the Mayor, City Administrator, and Deputy Mayor on real estate policies for the District of Columbia. Ms. Mitten will provide a high level of executive experience and leadership in assuring the development and coordination of OPM's programs and projects. 

Ms. Mitten holds a Bachelor of Arts in English from The Ohio State University, and a Master of Business Administration, with a concentration in real estate finance and management information systems, also from The Ohio State University.

Chairman Linda W. Cropp at the request of the Mayor

A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

Chairman Linda W. Cropp, at the request of the Mayor, introduced the following resolution, which as referred to the Subcommittee on Human Rights, Latino Affairs & Property Management.

To confirm the mayoral appointment of Ms. Carol J. Mitten as Director of the Office of Property Management.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Director of the Office of Property Management Carol J. Mitten Confirmation Approval Resolution of 2003".

Sec. 2. The Council of the District of Columbia confirms the appointment of:

Ms. Carol J. Mitten

Washington, DC 20036

as Director of the Office of Property Management, in accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-142; D.C. Official Code §1-523.01) to serve at the pleasure of the Mayor.

Sec. 3. Fiscal impact statement.

The Council adopts the fiscal impact statement in the committee report as the fiscal impact statement required by section 602(c)(3) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code §1-206.02(c)(3)).

Sec. 4. The Secretary of the Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee and to the Mayor.

Sec. 5. This resolution shall take effect immediately.
