To authorize, on a temporary basis, the Mayor to enter into discussions with Howard University for the purpose of negotiating for a new hospital on the U.S. Reservation 13 site. 

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this act may be cited as the "Howard University Hospital Negotiation Temporary Act of 2003". 

Sec. 2. (a) The District's existing healthcare infrastructure is inadequate in part because of the uneven distribution of hospitals throughout the city. 

(b) To resolve the inadequacy of the District's healthcare infrastructure described in subsection (a) of this section, there is a desire to negotiate with Howard University for the purpose of securing an agreement to construct a new hospital on the U.S. Reservation 13 site. The Council encourages the Mayor to begin these negotiations immediately. 

Sec. 3. The Mayor shall submit to the Council, by act, for its approval the agreement, including: 

(1) A long term lease for land, under District government control, to be made available to Howard University to construct a new hospital;

(2) A provision for the District to support the financing of the construction of the new hospital; and 

(3) A provision that the District shall not manage or operate the new hospital.

Sec. 4. The agreement shall be submitted to the Council by January 15, 2004.

Sec. 5. Fiscal impact statement. 

There is no fiscal impact. 

Sec. 6. Effective date. 

(a) This act shall take effect following approval by the Mayor (or in the event of veto by the Mayor, action by the Council to override the veto), a 30-day period of Congressional review 6 as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 7 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of 8 Columbia Register. 

(b) This act shall expire on the 225th day after its having taking effect.
