(c) The Council and the Mayor have reached an understanding on how best to enhance the District's burdened healthcare infrastructure.

(d) The Council and Mayor have held preliminary discussions with Howard University in pursuit of achieving this enhanced healthcare infrastructure.

(e) It is imperative that the Council and the Mayor provide Howard University and its leaders with solid assurances in a timely fashion of our commitment to more forward with negotiations in good faith.

Sec. 3. The Council of the District of Columbia determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the "Howard University Hospital Negotiation Emergency Act of 2003" be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
