A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT
OF COLUMBIA
To confirm the appointment of Ms. Agnes A. Yates as chairperson of the
Public Service Commission of the District of Columbia.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the " Public Service Commission of the
District of Columbia Agnes A. Yates Confirmation Resolution of 2003".
Sec. 2. The Council of the District of Columbia confirms the
appointment of:

as chairperson of the Public Service Commission of the District of
Columbia, established by paragraph (97) of section 8 of An Act Making
appropriations to provide for the expenses of the government of the
District of Columbia for the fiscal year ending June thirtieth nineteen
hundred and fourteen, and for other purposes, approved March 4, 1913 (37
Stat. 995; D.C. Official Code § 34-801), replacing Angel M. Cartagena,
Jr., whose term as chairperson will end June 30, 2003.
Sec. 3. The Council of the District of Columbia shall transmit a copy
of this resolution, upon its adoption, each to the nominee and to the
Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

PROFESSIONAL EXPERIENCE:
Commissioner, Public Service Commission of the District of Columbia,
Washington, D.C., 1993 - Present
Responsible for establishing policy, and organizing and directing a
District of Columbia regulatory agency that has a $6.7 million budget and
approximately 60 employees. Responsible for ensuring that regulated energy
and telecommunications rates are just and reasonable; that quality utility
services are available, safe and reliable; and that retail choice and
competitive rules are established.
Selected Accomplishments
- Analyzed and approved the divestiture of the electric company's
generation assets
- Analyzed and approved merger plan of the electric company Analyzed
and approved the local telephone company's alternative regulation
plans
- Chaired Telecommunications Infrastructure Trust Fund Boards
- Analyzed and approved more than one hundred competitive carrier
applications
- Analyzed and approved more than one hundred interconnection
agreements
- Analyzed and approved the unbundling of gas sales and delivery
service
- Appeared before numerous professional, community and citizen groups
- Evaluated and approved more than one hundred new service offerings
- Promulgated numerous rulernakings
Chairperson, Washington Metropolitan Area Transit Commission,
Washington, D.C., 1994-Present
Responsible for establishing policy, and regulating transportation
requirements of private carriers operating within the Washington
Metropolitan Area Transit District. The Commission has a budget of
$565,000 and five (5) employees.
Selected Accomplishments
- Decided more than 400 carrier applications
- Investigated over 500 compliance violations
- Revised and streamlined carrier rules and regulations
- Established interstate taxicab service rates
Acting Deputy Director, District of Colombia Office of Labor Relations
and Collective Bargaining, Washington, D. C., 1992 -1993
Developed policies and procedures and administered a comprehensive
labor relations program for approximately 23,000 organized District
government employees represented by 14 labor organizations.
- Served as Chief Negotiator on working conditions collective
bargaining agreements
- Served on the negotiating team for a compensation master agreement
- Monitored working conditions and compensation bargaining
negotiations
- Advised the Director, the Mayor and other District officials on
complex labor relations issues
- Served on District-wide policy committees including the employee
assistance program committee, commercial driver's license task force,
and health and retirement benefits committee
- Supervised staff
Labor Relations Specialist, District of Columbia Office of Labor
Relations and Collective Bargaining, Washington, D. C., 1988 -1992
- Negotiated working conditions collective bargaining agreements
- Represented District agencies in unfair labor practice and
organizing proceedings before the Public Employee Relations Board

- Analyzed employee benefit proposals and programs
- Trained agency supervisors on labor law and contract administration
- Drafted and analyzed legislation
- Provided labor relations advice and technical assistance to District
